WASHINGTON ‒ President Donald Trump used some choice words to explain why Venezuela President Nicolás Maduro has offered the United States a dominant stake in Venezuela's natural resources.

"He's offered everything. You know why?" Trump said on Oct. 17 in response to a question from a reporter. "Because he doesn't want to f--- around with the United States."

Amid growing tensions between the Trump administration and Venezuela, the New York Times reported Maduro has proposed opening oil and gold projects in Venezuela to United States companies, giving preferential contracts to American companies, shifting Venezuelan oil experts from China to the United States, and cutting his country's energy contracts with Chinese, Iranian and Russian firms.

Each concession, made privately behind the scenes, is part of an effort from Maduro's administration to ease the growing conflict between the two nations, the Times reported. The Trump administration has rejected the offers, and this month cut off diplomacy with the South American nation.

Trump's remarks come as his administration has carried out five military airstrikes on boats in the Caribbean since September to take out vessels suspected of smuggling narcotics. This week, Trump said he is considering U.S. military strikes on land targets to combat the flow of drugs from Venezuelan cartels.

Trump has blamed Maduro for Venezuelan migrants and illegal drugs entering the United States.

The president confirmed on Oct. 15 that his administration secretly authorized the CIA to conduct covert action in Venezuela in an escalation of its campaign against Maduro.

Asked by a reporter earlier this week whether the CIA has the authority to "take out" Maduro, Trump responded: "Wouldn't it be a ridiculous question for me to answer? But I think Venezuela is feeling heat."
